"Desire to satisfy investor needs" is definitely not the driving force behind their choice in their artwork. MTX as a whole would be for
cheap RuneScape gold investors' sake but the art behind the MTX is geared towards what actually sells. Essentially, their desire is to create what they feel will be enjoyed the most by the players themselves, ergo selling more of it. Investors will not care what they look like. Not saying I am against makeup. I'm fine with them making money as long as it is not strong items exclusive to TH. Pointing out the reasons might not be what OP believes.
Really I think it's the representation for new players. Looking back RuneScape after I maxed my accounts a few years back I realised that the caliber of updates during my trip was so far below what should happen to be regular, which stood in harsh contrast with the quality and frequency of MTX releases. I think it's essential that players see what kind of game RuneScape 3 is currently, so they don't do what I did and get completely invested in to what ends up becoming a shallow, random, and completely disappointing trip that pales compared to the pre-MTX model of RuneScape that almost all of us fondly remember.
There's so much lore they can base items and outfits on as well. Those new YakTrack items look so weird, cause they've absolutely no connection to anything whatsoever - equuis, dioscuri - what is that? What's it here? I mean, you have noticed the motif of the Yak Track, right? The constellation Equuleus is also called Equuis Primus, and Dioscuri refers to legend, Castor and Pollux's twins - the eponymous twins of this constellation Gemini.
We know for a fact that the science of astronomy is present in Gielinor - Wizard Chambers studies the stars and their connection to magic, and that the Observatory pursuit affirms the presence of our own zodiac. I can easily see him engaged in a quest - possibly involving the Moon Clan, given their use of runes that are astral specifically - about astromancy and constellations. Maybe rewarding you with an expansion to the Lunar Spellbook, untouched now for many years?
I have literally seen people standing at the Grand Exchange using a snowman head, shark fin, stick arms, dragon claw feet, invisible glowing (divination) legs, it seemed like as many creatures mashed into a single as possible.
